To give or not to give

[WUPP] If you are living in, or just visiting Cambodia, you will have come across one of the estimated 24,000 children living or working on the streets. Whether they are beggars, shoe shiners, or trying to sell you something from books to bracelets, sunglasses to newspapers. Some may not be bothered by this, but for others like myself this poses an unending dilemma and raises more questions than it does answers about poverty, desperation and the legitimacy, if there is one, behind street sellers and beggars.
